Technically speaking, you can run paid ads depending on your country/ State laws about it and if you have prior authorisation from Twitter themselves. Outside of that, there's a lot of hoops you have to go through before you can run ads like that there which is difficult to get into detail with since the process varies wildly in terms of success and with what still works.
