How to rank an Wordpress or weebly blog?

yes i want to rank for a little smaller keywords and dont have money to buy domains for all of them..how do i successfully rank with wordpress or weebly or some other blog? is it just spam with scrapebox or should i go out and get a couple high pagerank backlinks? please tell me what you do

They have insane rules about

First post one link max
