If you want to rank highly competitive keywords in less time, then you have optimize the website completely. Adding fresh & unique content in website, Add Meta tags, Heading, Alt tags etc. In off page write article and submit in high authority sites with 1-2 anchor link text on it. Same for press release and blog & guest post.

I am not sure what exactly you mean by fast. but generally you can't rank a new website fast if you plan to build it correctly.

Fast ranking is not possible and good way. Because google will mark it as spam. So focus on onpage optimization and then create many high PR sites. It will make your website to rank based on keyword competition.
