Ok, because this post is quite generic, let me try to expand it:
Facebook:
Let's take an easy example.
You are trying to promote a blog with some funny videos.
Quick way:
1. Start a group page on the Facebook
2. Search for other groups with the content similar to yours.
3. Send them a message that you want to promote your page on their wall
4. Pay them couple bucks per link they share.
In ideal, they have to share link to your album - sharing regular links in the form of thumbnails is not very effective due to the small size of thumbnails.
5. Make sure you track your links (through bit.ly for example) so you know exactly how many clicks, when, and content gives you.
(Maybe I'm a bit paranoid but I always like to use third-party tracking)
6. Having the information on what people like more, when they are online, and where are they from, you can now adjust your group to their interests.
Long way:
1. Start a group on the Facebook
2. Search for other groups with the content similar to yours.
3. Like them.
4. Kindly ask them to cross-promote.
5. Find community pages
6. Spend some time finding who owns posting privileges there (sometimes it's not that easy)
7. Kindly ask them to post your uber-funny picture on their wall.
8. Repeat steps 2-7 until you have couple hundred thousands likes.
Twitter:
1. Get Hootsuite
to monitor multiple conversations otherwise you'll be in the world of pain in no time.
Also, I've heard TweetDeck is another option for this.
2. Find people who post similar content and follow them.
3. Use Hootsuite or TweetDeck to monitor who's discussing/sharing this content - they are your potential readers.
4. Engage them in the conversation, share you awesome content with them, and odds are they will check out your blog.

Similar steps.
1. Look for groups and hangouts that have relevant content.
2. Join them
3. Add their members to your circle
4. Engage them in the conversation on what they like/dislike.
Ask them to share some content.
5. Return the "favor" and share couple links to your blogs on peoples' and groups' pages.
