how to post a fake GIF

hello guys i have been trying to make that trick for over a month but , .... didn't happen
can anyone tell me how to make a fake GIF which redrects to a URL like in this photo
i read somewhere it can be done using some htaccess tricks cna anyone tell me how it is done
