Hey BHW I have a blog on health but I have no approved Google Adsence acount. I want to make money. Without any Google Adsense.

But how.???? Suggest me ant one plZ.

Why can you not get a Google Adsense account approved?

But as far as other ways go, health is a popular product category on Amazon, so dropshipping, affiliates or even FBA could suit you. Apart from that, online courses about health, ebooks, whatever you can think that would give some value to people, you can sell it.

Do you know any CPA network which has offers like online courses about health, EBOOKS, APPS or even products and accepts newbies and starters?!

Google's your friend, health is not a niche of mine. I've used MaxBounty and PeerFly.
 
You can make money from selling affiliate products. You can search for your niche related product in the affiliate marketplace like Clickbank.
 
There are a number of ways from where you can earn money.
Here is a list of ways from which you can make money through your blog,
Google Adsense (Which you have rejected)
Affiliate Marketing
Direct Advertisement
Paid Promotions for similar category
Become a Seller at ebay or amazon (which is not related to your blog but a source of earning)
Selling your own health related products
