How to make comments section advance in wordpress site

They are on blogger but I'm on WordPress and I'm new in this field so don't know what I search in g00gle to make my comment section like the above sites.

They have comments just above post and anyone can comment whenever they need.

I know they are using coding but any plugin that can do the same, and is free, I tried 2 plugins but they show it in paid feature.

I just want my comments to show up always so that users can comment.
