Hi, how to make AWS account ?

every time I create a account directly suspended why ?

You need good warmup, a good card and good proxy.
 
Use a proxy and anti detect browser, make sure to warm it up and not use anything that would raise suspicions or alert them to your identity. You might be blacklisted

Usually the issue is with the payment method, it might have been used already or there are any problems with charging it. If you are creating multiple accounts then the problem could also be your IP/browser etc. so you can try antidetect browsers.
 
Change proxy, browser and payment method and test again
 
First you need to make sure you are not leaking DNS
Always use good quality proxies and cards
