How to Get Custom URL in Twitter?

Ok your engish is very bad so let's summarise your question:
This is a very big problem. Here are the solutions:
Case 1: The user has a email in his twitter bio. ==> write him a mail
Case 2: The user has a username where you have trademark rights. ==> easy write twitter a mail
Case 3: You have nothing. Usernames are first come first serve. Deal with it.
- you have an account and want to change the url.
- your desired username isn't available.
- you really want to get it.

Case 4: good ( business ) connections to twitter i.e. @ tokyo ( unable to login within 6 month → handles swapped )
