If you verify on your phone, the success rate will be higher in most cases; if you don't have a phone, you'll have to use a computer.

Facebook has been hitting this checkpoint a lot lately. If you get caught in this loop, just log into the Facebook account on your phone and do the face verification (video selfie) from there. I’ve tried this method and it worked successfully

I beliieve that the reason behind this is due to the use of facebooks history from the device nd the network in the veriffication process. when one verifies from an environment that he or she is used to the system gets reasured that the process is legitimate. It is a very simple process but it does the job without having to make any adjusttments to the account.
