This is an old tactic to easily acquire backlinks, that apparently the OP has revived.

You can create a sitemap yourself there are tools for this. One I like is Site Visualizer because it can be used from the windows/dos commandline so it can be easily integrated in a script.
You can crawl any website using a simple command.
It can upload the xml file to your website automatically via ftp, there are also many other useful options.
