Are you talking about shortening or "cleaning up" a URL? For example:

affiliatesite.com/some-product?aff=49830r30494r0ufjsfjsasdfk39 ===> yoursite.com/go/affiliatesite

If so, have a look at Pretty Links (https://wordpress.org/plugins/pretty-link/). It's a free Wordpress plugin that'll do exactly what you're looking for. (They also offer a "Pro" paid version that has more features.)

It sounds like Pretty Links will accomplish this. To have a link open a new tab, you want to add target="_blank" to the link tag, as in:
<a href="someurl.com" target="_blank">click here</a>

The Pretty Links plugin will mask/redirect to the true URL and the target attribute will open the page in a new tab. Or are you saying you want to send the user, upon clicking the link, to the full article on the current tab AND to open a new tab with the offer page? Accomplishing that will likely require some javascript.
