I am a new member, when and how can I open a sales topic?

jr. It says 100 Posts for VIP, is the Post event '100 Posts' here? Or does it mean to open 100 topics? It confused me a bit.

Not at all unless they are spamish.

Smart move is to open one or two, get some answers, interact some and build from there.
 
If I have an idea or a topic for discussion, can I create a topic on it in the appropriate section for the section, or can I just create a topic to ask a question?
