To preface, I have a team of devs that I put together (also from upwork) where I bring the sales, have them join my 'agency', and i upcharge the hourly rate to make a profit. I got lucky and fell on a client that was very very wealthy and wanted to try different types of apps, and had $ to back it up - that was my main stream.
For the proposal, I make it a mix of personable, and professional. A quick intro like "I read your proposal and am confident we can help you create a beautiful app that fits your vision. We are located in blablalbal and have experience building blablablabal apps - I've attached a few examples below for you to check out".
Then I give a list of stacks that we work with (to add credibility)
Another thing to note, i ALWAYS BID MORE than the average bid price. Clients usually lowball and understand that quality comes at a price. For a $10k project I'd quote $13k. Matter of fact, that's how I got my main client and he's invested in apps, websites, and even wanted to open a physical business with me.
You also have to keep in mind that you're going to be sending a LOT of proposals and get not much return. My conversion rate was 1%, but that 1% made me enough $ for a while.
