depends on niche and the product you are trying to promote.

If you are contacting a fashion blogger and want a clothing line promoted... you will get a better deal than trying to promote an app game (see what I did there?)

but reallly, there is no set rate for shouts. These people can ask whatever they want, and will get it. If not from you, then someone else. Just email a few accts in your niche and ask. 8/10 will answer because they are there to make money.

If you want actual numbers.. I've seen accounts with 20k as for $20 a shout while a 1M+ account can ask for anything as low as $800 up to $5,000+. Depends on who you ask. Women tend to ask for more from my personal experience. Their bodies sell things better.. Plain and simple. If you want a celebrity... I have some rates from big celebs that I can show. They are more expensive, but you get a HUGE name attached to your product rather than someone who is just IG famous.

It really depends on your product, maybe you can give them your product for free and they will promote you. If you want pay to shotout check out fiverr or just google it. 500k+ accounts do it for 40$. this is starting price of course. some of them do it for 8 hours, some for 1 hour.
