Depends on niche.
The more commercial the niche the higher the bounce rate generally. People hunting around for a bargain is accepted practice.
If you have an academic or authority content site in a niche where that sort of thing is expected (i.e page one of Google is full of content rich pages, PDF,s reports explanations of complex products or preocesses) then a high bounce rate is a very bad thing. High in that case is anything over 35% and if it's over 50% you are in trouble.
IN quick fire shopping niches, quiz sites, funny sites, then I've known sites with a BR of 80%+ do just fine as that's pretty much what they all are.
There are lots of gray areas between those two extremes. It really depends on the niche.
