ive been reading alot on seo and more specifically tiered link building and i just wanted to know how many tier one blog 2.0 would i need generally and can i spin articles because i wanted to make like 10 2.0 blogs and buy like 3 articles and spin the rest with 90% uniqueness. am i doing this in the right way and if not can you lead me in the right direction, thanks in advance

You'd preferably want 100% unique, informative and higher quality content for your tier 1's, just as you would for your money site.
You'd want to have fluff pages on top of that to bulk up your tier 1's (about pages, generally related but thinner\spun content of relevance).
With the latest penguin update, it's probably not the best time to attempt tiered link building on your own since you are new to this concept.

I believe quality outranks quantity!
You would be better off having few high PR backlinks from relevant niche as yours.

Pick the top sites only for your tier one and use all unique content all through.
To ensure your backlinks have any positive effect on your ranking you should
built tier two, three links from social bookmarkings, press release, good blogs.
And if you have the funds i suggest you build a private network of your own.
