Depends on quickly they get indexed, type of links, the number of links and finally the competition on the keyword.
If the backlinks have any potential to effect changes on your rank, you should expect to see them from the 3rd week.

To my knowledge, the link won't show its effect until the webpage has been crawled and indexed by the Google bot. We can raise a request to Google to crawl/index the page through search console.

I, personally, find it very random. It makes sense on google's behalf so you don't know which links are good.
At times, your rankings can take a dip after google finds decent links but then come back stronger.

As you see from the variance in responses, the answer is "it depends" (as with many SEO-related questions). Personally I tend to see the effect of backlinks starting in around a month. For tracking purposes though I wouldn't bother looking at any time period shorter than 3 months to look into any trends.

I use brand name as anchor text . for next backlinks can i use partail anchor text . can this make results faster?

It depends on the keywords volume and ratio mate , their are many factors for rankings not 3 or 4 .
