How is possible that this channel is still monetized?

This channel had news compilations from 3 different televisions in Romania.
How is possible for them to be approved for monetization? The channel is very new, only from April 2019.
I know that Youtube now don't let monetized any channels that do not produce their own content 100%. They said they manually review them, and if they can't proved they filmed their content, won't be aproved for monetization.
My last monetized channel was demonetized a few days ago, just for using robot voice, even if I worked very much on my videos. And now I see a channel that is monetized, without using any original content. How is this possible?

Some guys just know how to fly under the radar , but i doubt someone will share on how they do it, for obvious reasons.

Just observe some of these channels, and you`ll get at least a few hints on what they`re doing/avoiding.

Seems like youTube AI is dumb at the moment and still learning, many got demonetized yet this guy still managed to dodge them.

How do you know the Channel is monetized? Just because there are ad's playing doens't mean that he earns any money from that.
My guess is that these videos are automatically claimed by the TV Studio Network (they have bots that crawl for videos like that), and they automatically get copyrighted.

Video Plays Ads == Uploader = Earns nothing - Copyright Claimer = Earns everything

is it your channel? this is the 2nd time this channel has been linked here with same question. a lot of news are not copyrighted, especially local news so theres your answer., or he could be linked to an mcn.
