To start you need expired domains with quality backlinks and a clean history(not a previous PBN). You can create a new or power up a weaker domain by getting quality links for it. But buying a domain with existing links is usually easier and cheaper.
To create PBNs you need to make them look real while being undetectable. The site will need to look like a real website - quality content, great design many high quality posts and pages. Every site will have different hosting and registrars. The design and theme of each site must be different. Any site that is not absolutely money site quality and large with a lot of content will need to have third party crawlers blocked so competitors will not be able to see them and report them.

Step 2: Find expired articles from archive. org (unique and useful content plz)
Step 3: Do backlinks on those articles, bookmarking should be ok.
Step 4: Build auto blogging (auto get content from other website to post to your blog)
Step 5: Build multitiered backlinks with HQ only on Tier 1

Incorporate proxies and other networks. Tbh it may he beneficial to enter a partnership with an expert to gain the knowledge on building a PBN network.
