1. new accounts CPC is low
2. Niche
3. block all ad networks what have alexa lower 1 million
 
It depends on your niche as well as the country you're targeting !
 
Are you trying to increase the total number of clicks? Or actual CPC (Cost per click)? If you want to increase the number of clicks then it's just like others have said, you need to mess with your ad placement. If you are trying to get more per click then you can try a few things..

If you want to increase CPC on your website, you have to choose the trendy and evergreen niche.
After that you need to find high CPC keyword then build a content with proper on page SEO.

Keywords should be low competitive and easy to rank. Make sure there are not authority site ranking for your target keyword on top.
 
you can see in adsense which kind of ads are displayed and how much the bring you. you can disable which is not good so that the better paying ads are shown ....
 
Keywords-Niche Content- the Audience you are targeting. Just focus on these things.
 
use your your keywords by researching them on google keyword planner check their CPC rate
 
Write quality article for best paying niches.For example: Health,Insurance
