HTML and CSS complete the presentation layer of the app. Are you nuts lol!?
HTML won’t ever be outdated, but it’s so basic and anybody can learn it fast nowadays so you can’t really expect to earn money with it.

Also you should look at learning about Javascript, and potentially a web development stack (Ruby on Rails or the Microsoft stack).
Long Answer in Short:
1) HTTP and TCP/IP
2) Javascript and another web dev stack (such as Microsoft (ASP.NET and MVC)
3) Then finally check out APIs and other formats of data modeling for exchange between computer systems! (JSON, XML, etc.)
this is what i wanted to explain actually but i'am not a native english speaker, can't properly translate my thoughts.

1: HTML5+CSS3 = beautiful pure HTML themes = sell on themeforest etc places
2: HTML5+CSS3+Javascript+PHP+Wordpress Core = beautiful Wordpress themes = earn millions on Themeforest etc places
3: HTML5+CSS3+Javascript = HTML5 games= publish to APP stores or sell your code online.
4: sell your HTML skills on Fiverr or Upwork etc places
5: forget about it
To create and sell themes, do I have to do additional marketing or themeforest and templatemonster or these websites have enough of high traffic themselves?
