I usually start by checking Google Search Console and a backlink tool to find links pointing to pages that return a 404 error. If those backlinks are valuable, I either restore the original page or create a relevant replacement and set up a 301 redirect.
I usually find broken backlinks with Google Search Console or Ahrefs, then fix them by adding a 301 redirect the missing page. If the links has no value. I simple ignore it instead or trying to remove it.

I check GSC > Links > Top linking sites first.
For broken backlinks I usually ignore them unless they are spammy.
If spammy, I disavow them in GSC.
If it’s my own broken internal link, I 301 redirect it.
