1. Buy VPS with Linux.
2. Log-in into your VPS via SSH.
3. Install Squid
4. Edit the config file /etc/squid/squid.conf
5. Run the proxy server
6. Thats all - less than 20 seconds after you are login into your vps and have config template.
Also you should secure your proxy, my favorite way is limit the source IP's at iptables level.
Less than 10 seconds if you have template.
What about 200 VPS / proxies ?
Some services allow to create starting script, which can install everything for you without even log-in.
The same services allow you to create VPS servers via API, so you can create or delete your vps with proxy within 1 minute.
As the result, if you already have script for this API, you can create even 200 vps with proxy already installed within 10 minutes.
I have used this method and proxies for Google keyword rank checker over last 5 years.
Also I am using this method for fast create and configure the PBN's

Sure, everything depends on needs and skill. But if we talking about Google, shared proxy can be banned within seconds.
Also on VPS you can create together much more services, such PBN, VPN, email servers etc.
But what I like a lot - is automation,
because is this days the API is the standard for hosting services, domain services and many other.

Every thing comes with some Pros/Cons for obvious as well.

It's really not the problem, believe me
Vultr, Digital Ocean, Vps.net, Amazon AWS, Microsoft Azure, Aruba, OVH, Google Cloud, Alibaba cloud - and many many others waiting for your $$
But as the new customer in most of cases you will receive limit of VPS which you can create.
However after longer cooperation without any hassle, there is not the problem to increase limits, even to 200 vps servers with one provider.
Only what I don't like - that for each new provider I must create another piece of API software, which cooperate with my software.
Also, from my years of experience I don't recommend any cheaper vps servers than $5, especially with small providers - if you don't want to deal with downtime.

No, because it's designed to cooperative with my software and database.
Also I don't have the Github account, same as I haven't private FB account.
Just I like to be behind the scene, especially when it mean the Google scene
The more connections - more chance to have PBN's deindexed - Google have patent for it.

When you say "1. Buy VPS with Linux."... do you mean do a rental agreement with somebody? .. or do you mean actually buy the physical server? Who would sell them?

I remember seeing offer for 500 IP's for 500$ which means each proxy will cost you $0.0833 less then 10 cents , and you could sell each proxy for 1$ even more Month ,
BTW you don't need VPS/sever to each proxy you can run single proxy on 1 server (with as much you can IP's) , I don't know about IPv 4 , but I test it out for IPv6 with simple script I created thousands of proxies in one second ,

You're wrong
In this way, You can't control users bandwidth and connections, as the result - single user can use in just few hours whole bandwidth or all available connections in just few seconds.
It mean that in just few hours, your proxy business will finish and you'll receive tons of emails from rest of users with money back request.
You not created thousands of proxies, but connections over same proxy.
Also IPV6 using limited number of sites and IPV6 is much quikly banned than IPV4, especially by Google.
If you thinking about proxy business - You should learn a lot in this area from more expirienced people,
it will prevent fatal mistakes as I mentioned in first example.

I never thought about that , 3proxy were too easy and simple to use , anyway I was not thinking about creating proxy business , but for personal use as OP ask .
yeah i use it on google , I didn't abuse it too much I just did quick test , anyway getting new IPv6 are not too hard .

I am pretty sure, that OP asking about how to create 200 proxies not have on mind "personal usage"
It's because for personal usage he can much simpler buy it.
It's because nobody wants it. Where for single IPV4 you need to pay ~ $1-$3
Even CloudFlare not allow you to simple disable IPV6, you can disable it only via API.
This is the real "success" of IPV6.
Wasted possibilities and null advantages, except quantity of IPV6.
