First one .de domain is part of a large spamdexing network. It's their own domain with scrapped content.
The other one using a bug but seems no longer working. They are actively deleting pages.

Yes.
yes it could be a spamdexing network or a randomly hacked website by bots... If you ever run an http server you would know how many bots there are out there trying to get into the server (they try IP after IP, basically EVERYONE has been tried to be hacked in the last 24 hours, but those bots looks for content which is old and vulnerable, usually default settings like trying admin - password on cpanel)
Yes they are but the content is still "visible" in google search results.

Some domain sellers affiliated with European goverments sells .gov domain website, you could even exploit that for SEO but that depends on the country you're in.
Sometimes there are municipalities affiliated with domain sellers that sells subdomain of their municipality domain

It is certainly the notorious spamdexing network with .de, .fr and .cfd domains. They are not hacking these sites.
