I think the best approach is to ignore all the fancy marketing terms and ask for real examples. A few strong, relevant backlinks usually work better than buying a huge package of random links.

I agree. Looking at actual examples tells you much more than marketing claims. Relevance and quality usually matter more than the number of links.

Quality is subjective so you need to apply whatever filters you prefer to sort the backlinks like DA/DR, niche-relevance, traffic, content quality, foot prints, OBL, site structure, footprints, cost, etc.

for a DA1 site the priority should be foundational stuff not link packages. start with a few niche relevant guest posts from real sites with actual traffic.
