How do I create multiple PREMIUM Telegram accounts

there is no correlation between ban rates for Mass DMs and premium accounts. Increase the number of accounts you use instead.

40DMs a day = 8 2021-2022 aged accounts per week should be enough, that's what I give to my clients

For premium, you can get them cheaper as gift code, for 21$ a year instead of 29$ for instance, if you need to buy in bulk.
Buying premium for less than that is kinda useless. Add premium to good old 2014-2015 accounts, and yes, they will never get banned + get a lot of benefits for large scale advertising.
