How do CPA networks get publishers?

Adwords, Facebook Ads, who knows? There are many businesses that started just because there was the CPA industry, otherwise they couldn't get any clients/leads.

i guess thats not so hard for them .... when you start and like to market which other possibilitys you have except the web browser provider or cpa companies?

They will give bonus to experienced publishers if they get new performed good publishers in.
So these experienced publishers will teach newbies and recommend them to these networks.
