You can move to any country with your 20k monthly income. Does earning money from freelancer websites also be illegal? Such as Upwork, freelancer, fiverr etc?
 
Did you considered to apply to a university or college? This is usually a way out even for the most limited countries.
With this kind of resources you would be able to that I believe.

Fake passport in Ukraine ? What if the military commissars catch him and send somewhere to Bakhmut to fight Russia, cause he technically ll be the UKR citizen xD

It's not that hard to move to France or Belgium. However, Switzerland and Norway aren't in EU, they're in EFTA
