When you promote infringing products, it will be very difficult to achieve account stability. Accounts are very easy to be banned

Use ads power profile with clean IP address, use old page everything will be approved quickly

I think your actions are correct but it seems like your account warm up time is not enough so it leads to ineffective accounts and tends to be flagged more

flagged ad accounts do happen frequently for ad campaigns now we can focus on using good cloaking techniques and pass Meta's check policy use safe accounts to know the ads are more effective
 
To expand your Facebook advertising account without being flagged, you should:

Build a reputable account early: Run a small budget, increase gradually.

Comply with advertising policies: Do not use sensitive words, misleading images.

Use the main Business Manager: Have full business information, verify identity.
