How are comments ranked on FB?

I’ve noticed comments with likes, reactions, or replies sometimes end up in the middle of the thread, while those with none stay at the top. Does the order just depend on who commented first?

I see there is almost no set rule for that, usually comments with high interaction and feedback will be displayed on top. besides that viewers can decide which comments to display like "latest","all comments","most relevant comments"
 
The comment with the most likes and replies will be displayed first.
 
The most relevant comments that have a response that matches your ad will appear first, or a well-engaged response from other customers.

Multiple factors...it's not so easy like years ago when the most liked comment was the first one to appear
 
Depending on the post owner, they can choose the newest comment or the most popular comment to appear at the top.

The comments with the most interactions will be at the top
 
The comment ranking setting is automatically turned on for all Pages. This means that the most relevant comments will appear first below your posts.

Comments from friends or verified profiles and Pages as well as comments with the most likes or replies will appear at the top by default.

If you don't select it, the comment with the most interactions will appear first
