How are comments ranked on FB?

Most of the comments that are displayed first are because they are most relevant to the post content and have positive interactions from them.
 
Yeah, FB mixes it up, it’s not just by time. Comments with likes or replies often get pushed down if FB thinks they’re less relevant to the viewer. Ones with no engagement can still stay top if they’re fresh or from people the viewer interacts with. Feels random sometimes, but it’s mostly algorithm-driven now.
 
I see there are hardly any rules set for that, but it's unclear how they judge it to be appropriate.

Comments with more replies or reactions - specially replies,tend to rank higher.The system also personalizes the order based on who's viewing, so what you see might differ from others. If the original poster likes or replies to a comment, that can push it up too,new comments with strong engagement can outrank older ones, so it's not purely chronological

FB comments work based on who commented first and your account settings — whether to show the newest or most relevant comments. If you choose 'All comments', it usually shows the first ones in order, followed by those with more likes.
 
Normally it will appear in order of before and after. But sometimes when a person enters, it will show priority comments, which are comments with many likes and interactions.

Mostly depends on who the viewer is, if there are followers in the comment, then the follower's comment will be shown first

If there are no followers, the comment with the most emotional reactions will be shown first
