I have used namecheap in the past, it was not that fast with their highest shared hosting plan, although it might depend on the site being resource heavy.I have used both Hostinger and Namecheap : Both are equally good.
And which web panel? Free web panel sucks. Only standards are cpanel, plesk and maybe directadmin. So $5 for vps + $16 for web panel.I should use VPS for5€ with openlitespeed from digitalocean droplet.

You can find cheap VPS on lowendbox or some other site when there are offers. I don't use any web panel software, to be honest. It takes some time to get through everything manually, but it's not that difficult once you get the hang of it.
