Hiring For: Twitter Follower Scraper & Email List Build For Custom Audience

I want to advertise to a niche through Facebook ads using a custom list. But I want the custom list to be the followers of 60 twitter accounts that are in my target market segment, totaling approx. 100,000 users. I need to hire someone/bot scrape the twitter account followers then locate their email addresses to build this custom list. I would want the list to have at least a 75% accurate database upon completion. I can then use this as my custom audience list. Is there a bot I should use or can this be done via scripts by a freelancer here? I'm open to using/hiring either. If there's a better way to do this, I'd love to hear suggestions.
