Hiring A marketer/Virtual assistant?

I posted a few days ago about finding web design clients, but I was wondering if I could pay someone to help me? Has anyone done this before? I was thinking I could pay a commission and or hourly rate for someone who contacted potential clients and offered my services. Where would I even find someone to do that? I'm targeting small businesses, local and remote if that helps.

For Virtual Assistants I get them from onlinejobs.ph. It does take a lot of time to filter out the bad ones though.

However if you plan on getting a marketer excellent english is a must. You probably will have to pay more for a US, UK, or Canada Employee

I'll check it out. I'm still taking suggestions, though. I don't mind hiring someone from the Philippines, but I'm looking for some high-level English.
