Help with Facebook Ad Break

Couple of days ago Facebook notified me that my page is eligible for ad breaks and after filling all the info it says that I am pre registred and cant monetize at the moment because my country is not supported !! I am really confused why would facebook first notify me that my page is eligible when my country is not supported . Anyone know how to fix this ?
