Using a proxy seems like an easy way to confirm this indeed, try using a different browser without loaded cookies of your previous adsense account too

Did you bother to check if you are auto logged into a previous email with an attached adsense account.
Make sure you are logged out of everything first...
better yet. just use another PC altogether or use your cell phone (not on your home wifi of course) and that should do the trick...

yes i have checked that im logout from all the emails and in incognito mode but the same thing ... i will try to use another wifi hope it works . thnx anyway for the help

IN that case you probably have LINKED your one account with another and just forget?
For instance if you have an adsense with one gmail account...
and then you login youtube with aother email and another account and try to apply for adsense it will allow you to "link" accounts.
and if you have tried todo that in the past that is why you are getting the: you already have another account message etc.
you have to unlink or reapply with completely different emails or names etc... etc....
