I say that to say this - FB is data driven so sometimes erasing stored data on given campaigns - gives you a fresh start.

Also what I do is start with 1 ad or 1 video at the price of my conversion. So if Im selling a $24 product i set that as my budget for the day.
When I make 2X my investment, which would be $48 the next day my budget is $48.

Slowly scaling gives their system time to learn your ads, see the engagement to reward you with lower cost. This has worked for me.

It will be hard to pinpoint the exact problem as I would need to see your complete setup, but just telling what has worked for me.

From your computer is 3 dots at the top right hand corner to reset ads manager. It basically removes drafts and campaigns that never went live along with data. Do everything in steps:

1. Pause the campaigns you have now.
2. Start a new one and scale slowly.
3. Do it for 2 days and see what happens.

If you dont scale slowly, you just get a shitload of traffic that just trying to reach your budget.
