For my new blog. (Expired domain) while checking the google search console I am seeing this error. How this can affect my site ?

You bought a spam expired domain. Should have done research before buying. Your best bet is to shun this domain altogether and go for clear domain. Check the marketplace here, many are selling spam free expired domains are cheap price.

Move on. It's not worth the time and effort to remove the penalty.
Its happens to all of us, I've bought a few in the past. Wasted a bunch of time to see how easy it would be to remove the penalty, it's no easy at all. I don't even bother if I get one anymore.

Also kindly let me know how to research regarding google's penalty before buying one expired domain.
I have posted this earlier too once here. And the suggestion I got was - you never know.

Depends on what the pure spam penalty is for. I've rebuilt a few with fresh unique content (real legit site) and waited like 2 months to get rejected. Not with just one site but several.

1). G00gle won't index your site

That stated, all of the talk about, "it's a waste a time to get that manual action removed" is not actually totally true in all cases.
You can submit a "proper" request, and that manual action will be overturned.
But first...
(a). Did you previously own said domain at ANY point in the past?
(b). Have you checked the domain in archive.org to see what type of content it displayed?
(c). Did you check to see if the domain was "email" Blacklisted?
(d) Did you check to see if has a Facebook ban?
If the domain has a FB ban, and is Blacklisted and has a manual action against it by G00gle, then I wouldn't waste my time; it's simply too much work.
But "if" the only issue is a manual action by G00gle, then you can get that overturned; I've gotten almost a dozen domains that had the same manual action oveturned.
BUT!
I bought them knowning that they had manual actions against them. Other than that "1" issue they were clean domains. Not Blacklisted, Not Banned and on no other spam lists.
How did I get the manual action overturned?
Simple.
I sent proof that I just purchased/recently purchased the domain. I also sent proof of the previous owner. I then respectfully requested that the manual action be removed and in each case, it was.
Hope that helps.
P.S. People have told me that they are too afraid to build something on a domain that had a manual action that was overturned.
I understand their concerns, but it has never been an issue.

Applied for review yesterday, I checked all my posts in CS and made sure that all are 100% cs passed. Also I passed them the info tat the domain is a newly bought one.

Manual actions take a lot of time to review. Considering that yours is a newly registered domain, they may review it quickly. Generally, they take anywhere from 2 weeks to several months to review. This is the reason why many people get rid of such domains altogether. Meanwhile, you should continue posting content and developing social media links to create some authority. Don't build any backlinks until the penalty is revoked.
