I always thought that if you were going take a minor out of the country, you had to have the permission of both parents, or have sole custody or something like that.
Either way, an attorney is the best bet in this situation, assuming that the father doesn't have full custody of the kid. The lawyer can start the ball rolling when it comes to a custody dispute case, and since both the UK and the US are members of the Hague Convention, British authorities should intervene (and will probably be able to find him and the kid pretty quickly) once the court makes its ruling, which will probably be in favor of your friend since the guy probably won't show up.
That's a true statement if there was a order establishing paternity, custody and such. It's part of the initial process to divorce proceedings when it involves a minor. Since there wasn't any order, he had a legal right. (In Florida anyway).
