I have a small email list of about 700 students
how can I monetize it?

The best way is to join a essay company that writes homework, essays, dissertations, reviews, literary reports, etc. for students, school and send them different offers.

Ask the ones in college to sell you their .edu email, or offer a JV paying them a percentage of the earnings per month you make using it.
