A WordPress site with the AffiliateWP plugin should do it, either with WooCommerce or just an order form like Gravity Forms plugin.
Depending on how big the demand of the product your selling is, I would recommend Shopify.
I am going to go ahead and save myself a lot of time by not giving more info unless you change the attitude of "for free".
Anything you do online is going to require some sort of investment.
Whether its $0.01 or $100
Something properly presented and creating any sort of valid revenue is going to take a portion of a financial investment.
The only thing I can think of that won't would be some sort of terribly built website with spammed blogs that pray to get organic traffic to mysteriously click their affiliate links that ends up paying out commission after they make a purchase. (If or when).

Hire a professional to do it for you if you don't have the skills.
