I am creating a new site. The content is yet to be created.
I have 250 keywords with average keyword difficulty of 9 in Ahrefs.
I want to write 4 long form articles using these kws.
I was thinking one post will have 100 kws and other 90, the next one 50 and the last one nearly 15 or so.
I doubt if I can use those many kws in a single longform post or write two posts ? (100 kws)
Also I was thinking to place to place table of contents as the first 200 words or more as I want to cover as many kws as possible. the Table of contents will be a part of the post, is it ok ?
I want to use different headlines for different keywords. There will be some content for each headline of the post.
I also am thinking to include infographics for each post one for each.
Advise me regarding this, Thank you.
Also the main kw will be one but others will be LSI or long tail.

You can use as many as you see / think is suitable.
Ensure articles flow nicely, aren't just random paragraphs put together and stuffed with keywords just to cram as many in as possible.

That sounds ridiculous. Do you have an example of that? Unless you're writing an encyclopedia, I would seriously think about downsizing your count per article...

Thank you for your advise. I was thinking about 2 main keywords and others will be longtails very much closely related to the main keyword topic. Those longtails would naturally deepen the content. So I thought it would be nice, what is your say ?
I am aiming to write 2000 to 3000 worded articles, so they would rank well.
Because the main keyword has 37000 organic searches per month so I thought it is worth to write longform article.

It's always worth it to write in long form. As stated above, if it is appropriate, fill as many keywords as the article naturally requires. I would stick to 10-15 smaller subtopics with a couple hundred words each, that are relating to the overarching niche. You might be able to squeeze 20-30 keywords in, naturally, this way. You can always add/remove later.

Thank you, I want another suggestion. I want to rank for the main keyword with 37k traffic and ahrefs kw difficulty 22. For that I want to write a longform content and support it with images, gifs, memes, videos and an infographic. I will add these slowly( esp. Video and infographic ).
I will link internally, i know internal linking importance. I also know external linking is necessary, so how often you want me to do that for a 2000 word article.
After setting up the site I will engage in spreading it wide and far by several free methods, what more you advise me to do onsite and also regarding link building.

My best advice to you, would be to do what feels NATURAL for the article. Dont try to hit magical numbers, or add unnecessary images/links/videos if they don't COMPLIMENT and HELP the writing.

Just start writing, and see what feels natural.

everyone says u can stuff your article with multiple keywords.

but from what I've read, you're supposed to focus on one keyword/phrase, then stuff your article with LSI for that keyphrase. . .

You want to spread out 250 keywords over 4 articles? How closely related to each other are these keywords?

I am assuming you have 4 main keywords you want to target - and the rest of them are LSI keywords?

Regarding article length, why don't you analyze the top 10 results and see how their articles are structured? Make a note of the length of each of the articles in the top 10, their keyword densities, the number of images they have, the number of H1, H2, H3 and H4 tags they have, the number of contextual links each page has and so on.

Before you decide how to structure your pages, I would suggest you see what's already working in your niche and then plan accordingly.

They are subtopics of a micro niche
    True
I already analyzed days before how many words their articles had.my articles will be double the size of the longest one of them. for other ranking pages my articles will be four times the size or more. I also saw what media they had. but you wanted me to analyze other factors, after I did analyze do I have to copy them?
    THANK YOU.
