Help checking my method to avoid suspension on google ads

it's not about how you access the services it's about how you create the account. Google sees you're on a proxy when you add the card to the billing method and that's why it suspends your account even if your ads might be good to go.

I used cloaker to run google ads campaign, and now I'm doomed, I get suspended everytime I create a new account for circumventing the system.

So now I'm going to change everything that comes to mind in order to not get caught or at least narrow down how my identity is exposed, so I need you guys to help checking my method and give me advice if there's something additional I should do:

1- I'm gonna change the laptop I'm using (was macbook, will be SONY).I will cover the camera with duct tape and disable the Mic and GPS location.
2- I'm gonna change the physical location
3- I'm gonna change the internet connection from FTTH to usb modem that uses a simcard and 4G connection
4- I'm gonna create a new google account (gmail) with a new phone number with a different country code
5- I'm gonna use paid VPN (cyberghost), I will be using American IP, I don't live in the US and and I was always caught with a different country's IP
6- I used to build my websites with WIX, I will build a new website with wordpress with a new hosting and of course a new domain bought from a different domain registrar and I will purchase Domain Privacy Protection of course.
7- I will play around with the content of the website, rephrase texts and change images
8- I will use a new Credit Card with a new holder's name
9- I will advertise for a different product from the one I used cloaker for, however I advertised for this product from the same manager account that has a suspended account
10- I will be using the new laptop only for this project, which includes only google ads and building the new website, no google products will be installed, and I will of course use mozilla FF

I'm aware that some of the steps are redundant, but I can't afford to lose more time, I have to start working again ASAP. If you believe I missed something please let me know, or share your experience with me, any kind of help will be highly appreciated. Cheers!

@hussal There are LOTS of aspects to consider if you are getting accounts suspended due to circumventing systems. 2 of the LOTS of aspects to look into : Are your landing (safe) page (website), keywords, ad copy all very very very closely "in sync" with each other ? Does your landing (safe) page (website) contain any contents related to any restricted and / or not allowed niche(s) ? Cloak after ad is live. Once again these are ONLY 2 of the LOTS of aspects. And with regards to creating working GAds accounts, people may at the most give you hints (like I have). I doubt if anyone would give the current working method in full, with totally all steps mentioned, reason for which is detailed here.

OK, so, as per you, your issue started only after you used cloaking : so your answer is right there. It apparently means the cloaker that you are using is not good enough.
And @VitalyProkofiev was not referring to MAC address, he was referring to MAC brand of computer / laptop. He meant that as per him, MAC computer / laptop are better for GAds (churn & burn) accounts (though I have high success rates using Windows).
MAC address, by the way, plays no role in creating & usage of churn & burn accounts.
