Hello, why can I reach only 7 people with the same photo and hashtags on an account with 1070 followers and with an account with 35 followers can I reach more from the hashtags?

Did you try the ladder hashtag strategy?
it goes like this:-
First 10 hashtags- Lower size and easy to rank(1k-50k)
Mid 10 hashtags- Medium size and little difficult to rank(50k-200k)
Last 10 hashtags- Medium size and very difficult to rank(200k+)
When you post a photo,your early engagement matters and join some powerlikes telegram groups for this.
As soon as you post a photo,share your link on these groups and when the likes start rolling in,you will see hype in your hashtag reach.
And start with ig ads for 3-10$ a day for some follower and engagement increase if you have a good budget with you.

In the 1070 followers account I have an average of 200 likes per post I don't think I would need a powerlike

That's a point but powerlikes always help whatever your engagement ratio maybe.
