There are lots of tools available but they are all generators. A simple google search can give them to you.

This is not limited to Geo based hashtags.

That becomes a mix of Influencers and hashtags but a great idea.
Geo-based hashtags would take a lot of data collection first to make it accurate but sure I'll add that in later stages
