Web 2.0 is not really a quality thing, these links do not get fed from the primary domain and use this method is only based on cheating google, when he sees the overall value of the domain and this link is considered a step better than a link from a zero site. Only a unique and high-quality text gives some value to this article

i usually use tiered link building, i.e. other web 2.0's & blog comments etc below them.

It makes sense. But what I meant was that Web 2.0 links are not structurally connected to the overall site. For example, we have a link site.com/abc, but this link has nothing to do with other pages of the site and especially with the main page of the site, because of this Web 2.0 can essentially be considered slightly better than only registered site.
