Web 2.0 is not dead, the speed of page indexing died. Notice that google is working every day to fix spam issues and it doesn't always want to index the page.

Just think how can google bot get to your Web 2.0 page which is in no way related to the sites. Imagine someone in a store put some product behind a closed door, how can a customer buy it if no one shows it to him?
Use link indexers.

Web 2.0 is not really a quality thing, these links do not get fed from the primary domain and use this method is only based on cheating google, when he sees the overall value of the domain and this link is considered a step better than a link from a zero site. Only a unique and high-quality text gives some value to this article

For example, we have a link site.com/abc, but this link has nothing to do with other pages of the site and especially with the main page of the site, because of this Web 2.0 can essentially be considered slightly better than only registered site.

about the second paragraph, google is an algorithym, if the page the link is on has high page authority (or whatever term you want to call it) & or the page subject is related to the site, then the link will (hopefully) pass link juice to the page it is linking to.

i just started going through the list of web 2.0 sites to build a web 2.0 tier 1 backlinks, & when you get to the sites, a lot of them have either changed from free to paid memberships or they are offline or have changed to non web 2.0 such as soup.io, so is web 2.0 still a good backlinking method ? because the ones i built with unique content months ago still have none of the pages indexed, previously (years ago) some, i.e. blogspot used to get indexed almost immediately & blogspot & wordpress could get ranked on google.com for terms, now it seems almost impossible just to get the pages indexed, & thats with unique content & backlinking them with more unique content from other web 2.0's

You need to use link building methods like PBN and guest posting. Also, read some blog related to SEO which explains currently working methods for more clarity.
