So I'm an intermediate programmer, I can create websites and basic automation and scraping bots, I want to monetize my skills but I have some obstecles in the way, biggest one is my slow internet connection, I live in a shitty place where I cnx speed is only 1.5 mb/s!
What would u do if you were in my position (I also have 30$ budget lol) ?

Start out as a freelancer on fiverr or sell your services on other platforms.
 
To cope up the issue of low connectivity and low budget you can work in services platforms like fiverr and upwork and choose the niche according to your expertise.

Try to do some freelancing jobs for local businesses in your area, offer them to create websites etc.

You can even get some freelance jobs here in the future, it requires Jr. Vip I think.

These are very good ideas, but I'm looking more into some passive income, like cpa bot or saas websites, but I have no good ideas for that
 
Or just try to build bots and sell here or on fiverr/upwork . There are many buyers who looking for an expert
 
I dont have any idea about the programming language, I know it is the heart of the web, wishing for you to go ahead dear
 
Man, you start getting passive income after you have money to make them work for you. You can't make a passive income out of nothing.

Create your service on these platforms and create a gig page for yourself. Then, copy your gig link, go to Facebook groups and find groups that are interested in services like yours. Leave your link there. Don't do it over and over in a day, that is called spam. Your FB account may got banned.

You said that you have $30. Use Fiverr ads for your gigs' advertisement on Fiverr.

Create as many gigs as you can. Be polite to people and always encourage them to contact with you on Fiverr, to tell the details of their project to you. Even tell that you can do a little discount for them.
 
Irrespective of where you live in the world, there will always be offers for different people based on their LEVELS in life.

Save up and get the best internet in your country that is originally meant for first class people in your country.

Then monetize your skills on freelancing websites for a start!
