Guidance needed - Encrypted photos

Not sure if this is right section but I need some guidance!! I have 6 pictures that I need to be decrypted and restored. My brother used a software 10 years ago to encrypt the images but he does not remember the name of the software he used unfortunately or I would've done this myself. I also believe the files are corrupted but I could be wrong. the extension of the images end in .JPG.$#!

I tried everything I could find on google with no success so I thought I would post it here and give it a shot see if anyone would be able to help.

If someone can point me in the right direction it would be great! also willing to pay someone/service to recover these photos.

Thank you for the reply but i dont think the files are encrypted by malware or ransomware and I checked the extension list on their site and it doesnt list "$#!"
